Kudali ngati kutulo pamene a Sinforiano Alubino ndi anzawo amodzi adatengedwa ndi apolisi chifukwa chowaganizira kuti adaba mankhwala pa chipatala chachikulu cha m’boma la Mulanje pa 16 June 2016.

“Moyo wanga udasokonekera chifukwa ndimalephera kusamalira banja langa. Kuyimitsidwa ntchitoku kudandidzidzimutsa kwambiri,” iwo atero.

Ataona kuti zaka zikupita mlandu wawo usakuyenda komanso asakubwezeretsedwa pantchito, m’chaka cha 2020 awiriwa adadzadandaula ku Ofesi ya Ombudzimani kuti apeze chilungamo popeza kuti adali ndi chikhulupiliro kuti sadali olakwa ndipo kuti mlanduwu udalibe umboni.

Nalo lipoti la apolisi kupita ku unduna wa zaumoyo lidati mlanduwu udathetsedwa chifukwa panalibe umboni ogwirika kuti anthuwa adapalamuladi mlandu.

Kutsatira izi Ofesi ya Ombudzimani idalamula undunawu kuti ufulumizitse kutengera anthuwa ku komiti yosungitsa mwambo kuti ikamve mbali yawo.

Izi zitachitika, a Alubino ndi amzawowa adapezekadi kuti adali osalakwa ndipo adabwerera pa ntchito zawo m’chaka cha 2023 koma pa nthawiyi n’kuti zaka za a Alubino zopumira pantchito zitakwana.

“Ndine osangalala kuti ndidalandira chilungamo kudzera ku Ofesi ya Ombudzimani ndipo izi zinathandizira kuti ndiyendetse dongosolo lokhala mu kaundula olandira peshoni pamene ndikudikira kulandira ndalama zanga za zaka zimene adali atandiyimitsa pantchito mosayenerazo,” iwo atero.

FAMILY RECEIVES UNCLAIMED 20-YEAR DEATH GRATUITY

At thirteen years old, Debra Mateketa believed that life had dealt with her and her three siblings when their father passed away in November 2001. Without their father, the four had to learn to cope with life and find ways to get through difficult times.

They barely realized until 2021 that they were entitled to their late father's death gratuity—Mr. Ernest Mateketa—who passed away at Mchinji Rural Development Programme (RDP) while serving as a messenger for the Ministry of Agriculture.

His first daughter, Debra, was able to follow up with authorities 20 years after his death, but unfortunately, their paperwork was turned down at Capital Hill due to a delay in claiming the benefits.

“We had completely lost hope, we didn’t know what to do until we met some people who told us about the Office of the Ombudsman and its services,” she said

In August 2022, she filed a complaint with the Office of the Ombudsman, claiming that she had been treated unfairly and requesting that the terminal benefits be paid.

When the Office of the Ombudsman investigated the matter, the Ministry of Agriculture acknowledged that the gratuity had indeed not been paid.

The Office advised the Ministry of Agriculture to factor in the devaluation of the Kwacha over the previous 21 years while calculating benefits at the messenger's highest salary range.

"We are grateful for the assistance we received. We might have lost the money if it wasn’t for the Office of the Ombudsman. We are here encouraging all Malawians who are in need of justice not to hesitate but approach the Office for help. The Office really helps and it has helped us," she remarked.

OMBUDSMAN HAGUE CONFERENCE ENDS
The 13th World Conference and General Assembly of the International Ombudsman Institute (IOI) was successfully hosted by the National Ombudsman of the Netherlands in The Hague from 12 – 17 May 2024.

Ombudsman Grace Tikambenji Malera was part of the gathering where plus three others were successfully inducted into the IOI Board for the Africa Region.

HOs provide first line complaints handling services in public facilities.

Report any injustices such as delay, breach of confidentiality, favoritism, neglect of duty and informal payments when accessing health services.

OMBUDSMAN OFF TO THE HAGUE

Ombudsman Grace Malera has left for The Hague-Netherlands to attend the International Ombudsman Institute (IOI) General Assembly to be held on Tuesday, May 14 2024.

Ombudsman Offices from around the globe will be meeting at the Conference to share experiences, expertise and knowledge under the theme: “Act together for our tomorrow".

During the event Honorable Malera will together with three others be sworn in as Directors on the IOI for the African Region.

Among some of the speakers to the Conference is Zambia’s Public Protector Caroline Chuma Zulu-Sokoni, who apart from the regional seat was recently elected Treasurer for the IOI Board globally.

OoO COMMEMORATES WPFD

The Office of the Ombudsman has today joined the Media Fraternity in commemorating the World Press Freedom Day (WPFD).

The Media Institute of Southern Africa (Misa)- Malawi Chapter is leading events marking the day in Mangochi District.

Principal Public Relations Officer for the Office Mandy Pondani has joined the celebrations which started with a freedom March and a panel discussion.

Pondani who is Misa's immediate former Vice Chairperson will also attend the red carpet Media Gala, slated for Saturday evening, which will be graced by Minister of Information Moses Kumkuyu.

The World Press Freedom Day is commemorated on May 3 every year and this year's local theme according to Misa-Malawi is Guardians of Democracy; Championing Media Independence for Credible Elections.

The Office of the Ombudsman (OoO) on Friday took part in the conversation to promote advocacy for women’s land rights and address gender-based violence in the country.

The Focus Group Discussions that Disabled Women in Africa-DIWA https://www.facebook.com/disabledwomeninafrica1 organized brought together different litigants and women rights defenders who underscored the need for coordination and deliberate efforts to reach out to a wider group of women with disabilities with litigation services.

It was noted that women who do not have access to ownership of land due to culture and other factors are prone to GBV, hence the need to intensify advocacy at the local and national level.

OoO expressed its commitment to work within its mandate to raise awareness and ensure that women with disabilities have access to justice.

The Office of the Ombudsman on Friday attended workshop for Joint Application Development of the integrated Case Management Systems (CMS) with other Oversight Institutions namely the Anti-Corruption Bureau, Independent Complaints Commission -ICC - Malawi and Malawi Human Rights Commission.

The discussions were aimed at acquiring a comprehensive understanding of current case handling processes and to formulate a vision for the future of having an integrated inter-agency case management system.

OoO delegation which was led by Executive Secretary Mr. Alinafe Malunga outlined challenges of the current manual case flow management system and limited inter-agency corroborations in its work.

The workshop was organised by UNDP Malawi.

The Office of the Ombudsman has been in Zomba District conducting a series of radio programmes at YONECO FM and Chanco Community Radio 107.6 FM aimed at sensitising the public on the Mandate and functions of the Office.

During the programmes, Mr. Jameson Chauluka and Ms. Audrey Kapalamula, Principal Civic Education Officer and Civic Education Officer respectively took special interest encouraging women, people with disabilities and other marginalised groups to report cases of injustices they face in public services delivery.

The two further sensitised the public on the newly assented to Ombudsman Act which awaits to be gazzeted.

The new law among others further enhances operations of the Office of the Ombudsman by providing for whistleblower protection, own motion investigations and strengthening compliance mechanisms of its determinations.

OoO HONES DATA PROTECTION SKILLS

The Office of the Ombudsman is taking part in the Data Protection Act and Digital Profiling Training organized by the Malawi Communications Regulatory Authority - MACRA for Public Relations Officers and Communication Practitioners from all Government Ministries, Departments and Agencies (MDAs).

Principal Public Relations Officer for the Office of the Ombudsman Ms Mandy Pondani is attending the Blantyre event.

On February 1, 2024 President Lazarus Chakwera assented to the Data Protection Bill to an Act, which provides for the protection of personal data of natural persons; the regulation of the processing and movement of personal data and prescribes responsibilities on data controllers and processors among others.

MACRA is the designated Data Protection Authority in Malawi.
