The US Postal Service Is Being Fixed Already
Halting investments on an overhaul that is showing results or blindly slashing the workforce would be counterproductive.

The American people need to have a conversation about the US Postal Service. President Donald Trump has indicated that he wants to make changes to the agency, which has stitched together physically the US population through mail delivery for 250 years.

This national conversation involves young people even more than the crotchety crowd that grew up visiting the post office and still buy stamps. That’s because the Postal Service is the backbone of US e-commerce, delivering more online goods than any other courier. Trump is right that the Postal Service needs an overhaul, but a lot of that work is already underway.

In typical fashion of how information flows these days, the president confirmed he wants to shake things up while answering questions after Howard Lutnick was sworn in as Commerce Secretary last week. It turns out that Lutnick will likely play a central role in the Postal Service’s future. Trump said, “We’re thinking about that,” when asked if there was a plan afoot to move the Postal Service under Commerce’s purview.

Trump is clearly fixated on the Postal Service’s financial struggles over the years, using a form of the word “lose” five times during his 36-second answer about the fate of the agency. Stemming the billions of dollars in losses is no doubt a worthy goal. But halting investments on a needed transformation that’s already underway or blindly slashing the workforce — the blunt-edged tool of the Department of Government Efficiency — would be counterproductive.

Trump’s remarks set off a wave of speculation about firing and replacing the Postal Service’s board, which like a lot of Trump’s actions would wind up in court. Only a few days before Trump’s comments, Postmaster General Louis DeJoy, who was appointed during the first Trump administration and is a Republican party donor, saw the writing on the wall and asked the postal board to begin the succession process.

Setting aside the constitutional legalities, if Trump and DOGE officials would take the time to understand the Postal Service’s issues, they would discover that another independent agency established by Congress in 1970 provides oversight on rates and service. Changes to the Postal Regulatory Commission could help unleash the Postal Service’s ability to compete for packages while keeping its oversight role on the letters, periodicals and other mail where it has a monopoly. The commission now slows down decisions on both mail and package services, but the latter competes with private companies and doesn’t need rate or service oversight.

The Postal Service is distinct because of this monopoly on letters and on the mailbox (it’s a federal offense for a third party to stick something in a mailbox). Along with that monopoly power comes the mandate to deliver daily (mostly) to all residences and businesses. This is how e-commerce packages get delivered everywhere, including to the bottom of the Grand Canyon in Arizona and remote villages in Alaska. That should never change.

This makes the Postal Service much different from the US Agency for International Development or the Department of Education or any typical federal agency. The Postal Service is essentially a company that can’t halt delivery service even for a day and that competes actively with private sector couriers nationwide.

After decades of bouncing from neglect to bad fixes, the Postal Service is in a position to thrive after the Postal Service Reform Act of 2022 alleviated an onerous and unusual pre-funded pension requirement that financially burdened the agency and paved the way for a 10-year plan to overhaul the Postal Service’s network. The $40 billion plan adds automated package capacity and optimizes pickup and delivery to keep trucks full.

The driving force behind the reform and the strategic plan is DeJoy, who made his fortune building a logistics company that he later sold. The plan’s intent is to transform the Postal Service into a package delivery company with a hub-and-spoke network similar to ones operated successfully by FedEx Corp. and United Parcel Service Inc.

If the plan remains on track, the Postal Service is on a path to operate efficiently, improve service, make money (or break even at least), pollute less with a new fleet of vehicles and pay its workforce well. But it takes time to build the facilities across the nation and climb the learning curve, and it’s only been three years since the reform bill was approved. Unfortunately, there are interests aligned against the plan fueled by different motives.

Longtime Postal Service customers and union leaders oppose change because it will upset their routines or job description. Congress members often pick up on these complaints and amplify them. The direct marketing industry fears any changes to mail service or rates.

The big lobbying guns, though, come from the Postal Service’s competitors, which are also often customers. UPS, FedEx, Amazon.com Inc., DHL and others all have benefited from a weak Postal Service that limped along with dilapidated facilities and was willing to have presorted packages dumped at its local units for final delivery. The sales team was a joke because of the drawn-out decision process and lack of flexibility on products. That’s changing, and feathers are being ruffled.

In one example, the Postal Service recently required large customers to inject unsorted packages at its sorting centers instead of dumping them at local delivery units as they had in the past, which was lucrative for them but a low-margin or even money-losing business for the Postal Service. UPS Chief Executive Officer Carol Tomé said in January that her company would no longer use the Postal Service to make final deliveries for its low-cost SurePost product.

The Postal Service is taking market share as it revamps its sales force and offers more parcel options. US package volume grew 2.7% last year compared with 0.7% at UPS and a 1% drop at FedEx for the trailing 12 months. In other words, the transformation is already starting to show operational results.

Still, when reading the tea leaves of Trump’s brief remarks, he wants the Postal Service to remain as an entity, which means no draconian changes. There was even a hint in typical Trump speak that the transformation will continue. “We think we can do something that’ll be very good and keep it a very similar way.”

Trump would be smart to let DeJoy, who has been working to instill private-sector practices on government workers, finish what he started. Easing the postal commission’s regulatory burden on so-called competitive products such as packages would help DeJoy’s cause. That’s not likely to happen. Trump probably can’t be thrilled that DeJoy, a Republican active in the party, convinced the Biden administration that he was the right person to carry out the strategic plan. And then there are the losses, which in Trump’s style of black-or-white judgment he probably chalks up to DeJoy.

Trump would be best served by keeping on board a highly qualified postmaster general who is already moving the Postal Service in the right direction. A blunt-force shake-up wouldn’t produce the win he craves.
