Thank you President Trump for recognizing the China threat in Panama. China controls two of Panama's five principal zone ports, and is responsible for large parts of the canal's infrastructure, including a new $1 billion bridge over the canal. The United States must counter this malign influence over the world’s most important artificial waterway which was built by the United States pursuant to the Hay-Pauncefote Treaty of 1901 and continues to serve as a key symbol of American technological prowess and economic power.
This Congress, as a member of the House Foreign Affairs Committee and Select Committee on the Strategic Competition with China, I authored language in consultation with the Development Finance Corporation (DFC) that was included in the bipartisan HR 8926 to modernize the DFC and provide it with the tools to displace China through more private U.S. investment in Panama and beyond. The DFC is uniquely America First—pushing back on the PRC while delivering returns to taxpayers.
I look forward to working with Rep. Brian Mast and Senator Marco Rubio to get this done and deliver a win both for the U.S. and our allies in Panama.
