The Pentagon is tightening its belt—and turning a sharper eye on where the money flows.

In a new memo issued February 15, the Department of Defense has ordered a sweeping review of service contracts, specifically targeting consulting, advisory, and assistance services.

The goal? To cut costs and ensure funds are focused on warfighting capabilities rather than outside advice. The move follows directives from Secretary of Defense Hegseth and echoes the White House’s push to rein in contractor spending. Agencies have until March 19 to submit data on their consulting contracts, with an eye toward reductions.

While some see this as long-overdue belt-tightening, others warn it could disrupt critical expertise within the DoD. The review will likely set the stage for broader spending debates in FY 2026 budget talks—and could have significant ripple effects for defense contractors.

Navy Reserve Center (NRC) Houston, under the leadership of Capt. Teresa Ferry hosted a highly successful Resource Fair on Feb. 23, 2025, to provide critical support services for Navy reservists, veterans, and their families.

The fair took place from 9:30 a.m. to 1:30 p.m. at the Lone Star Flight Museum near Ellington Field in Houston, Texas, offering easy access for Reservists on a drill weekend and local veterans, including those without base credentials.

The Reserve Organization of America (“ROA”) has established a Health Affairs Committee (“HAC”), serving as the professional hub for medical matters that directly impact the Reserve Component (“RC”). This committee focuses on critical areas such as medical readiness, medical training, and medical access—issues that are vital to the RC's operational effectiveness. Historically, the HAC has been both strategic and impactful, and its importance has only grown in today’s environment for two key reasons:

Advocacy for TRICARE Continuity: ROA is actively advocating for uninterrupted TRICARE medical and dental care, regardless of duty status. To strengthen these efforts, we need a professional medical committee whose expertise and opinions are not only recognized but actively sought by external stakeholders. This committee will serve as the cornerstone of validation for our advocacy initiatives.

First-Hand Professional Insight: It is crucial to have medical professionals on the committee who possess direct experience with the challenges of treating RC personnel during drill weekends and annual training. Their insights will ensure that the committee’s recommendations are grounded in real-world expertise. Additionally, this committee will play a vital role as advocates and ambassadors for American representation within the Interallied Confederation of Medical Reserve Officers (CIOMR), fostering critical engagement with our allies.

We are seeking several qualified commissioned and non-commissioned professionals to serve on this committee, which will convene quarterly via Zoom. This is an excellent opportunity to contribute to meaningful initiatives that directly impact the RC and strengthen international collaboration.

The president has recently reiterated his commitment to “peace through strength,” and the Congress is hard at work to make that happen. Initial press reports indicate that Congress could increase defense spending through the reconciliation process by as much as $200 billion, or $100B per year for fiscal 2025 and 2026, above the Biden-proposed defense topline request of $849.8B.

With the FY25 NDAA already passed, normally, any additional funds would be added by the appropriators. However, if these funds are added through reconciliation, then it may be that the authorizers, led by Sen. Roger Wicker, R-Miss., and Rep. Mike Rogers, R-Ala., as opposed to the appropriators, who will have greater control in deciding where these funds will be allocated.

More money for the Pentagon is an inherently good thing: The department needs not just the money it has asked for, but whatever extra Congress can churn up. But given that DoD has only one confirmed Trump appointee, the Congress will need a guide to determine where this money should go.

After two postponements, the Dallas-Fort Worth Chapter was finally able to complete their Day of Service by assisting at Valor Ranch in Decatur, TX on Jan. 18, 2025. Valor Ranch is a 10-acre complex designed as a retreat for women veterans who are having a hard time transitioning from the military.

It has four little houses for veterans in need and they can stay for up to a year, rent free. They also have a hydroponics garden, equestrian area and other ranch activities.

TRICARE Pharmacy Network expands with the addition of Kroger Pharmacies Posted By TRICARE Public Affairs, Friday, February 21, 2025.

On Feb. 5, the Kroger Family of Pharmacies rejoined the TRICARE Pharmacy Program network. This means that TRICARE beneficiaries now have access to over 2,200 additional network pharmacies across 35 states. These pharmacies are in rural, suburban, and urban locations.

Kroger Pharmacy is a retail network pharmacy, which means that you’ll pay network pharmacy copayments if you fill your prescriptions there. As described in the TRICARE Costs and Fees Fact Sheet, the retail network pharmacy copayments* are:

- Generic formulary drugs: $16
- Brand-name formulary drugs: $43
- Non-formulary drugs: $76
*These copayments are for up to a 30-day supply of your prescription.
