The National Coalition for the Homeless has been working for 30 years to organize a grassroots movement that understands the root causes of homelessness and works towards equal access to housing and health care, economic stability, and the preservation of civil and voting rights of those experiencing poverty and homelessness. NCH provides leadership for national policy discussions from the ranks o

f those who have been homeless. NCH is committed to engaging in creative ways of enabling the government, private organizations, housed and un-housed individuals to work effectively together towards preventing and ending homelessness. Learn about the critical developments in our nation's ongoing homelessness crisis.

WASHINGTON D.C.: According to the Washington Examiner, HUD Secretary Scott Turner denied Rep. Maxine Water’s claim that she was denied entry to the HUD headquarters last week during a protest.

Waters attempted to deliver a letter from the House Committee on Financial Services expressing concerns about DOGE to Turner, but was told he was too busy.

HUD officials fired back, claiming, “This is what a political stunt looks like: Maxine Waters was not denied entry. The Congresswoman spoke with HUD senior leadership.”

In response, Waters stated she was willing to “stay all night” and protest until she could deliver the letter to Turner personally.

TEXAS: The Austin Monitor, a local news source, recently reported that the city of Austin received a memo warning that its workforce could be reduced by up to 50%.

Currently Austin receives approximately $14 million annually in HUD block grants, which support a wide range of programs and services.

In the start of 2025, the city approved $42 million to fund new housing developments and units. However, city officials remain cautious about potential loss of funding and are preparing to pivot if necessary.

The current recommendation is to continue grant-funded activities until further notice.

NATIONAL: ChesCo has found that the HUD Secretary, Scott Turner, has officially announced the termination of the 2021 Affirmatively Furthering Fair Housing (AFFH) rule.

This action would reduce federal oversight in local zoning decisions, meaning that state and local governments would have more control over housing policies.

HUD’s decision to eliminate this rule was based on the idea of simplifying the process for municipalities to manage without federal mandates.

It has been stated that HUD believes that the Biden-era framework slowed progress toward the implementation of more housing initiatives.

Learn about the critical developments in our nation's ongoing homelessness crisis.

ALASKA: According to the Peninsula Clarion, Project Homeless Connect and the Soldotna High School girls soccer team are both receiving $1,000 to assist with operating expenses.

The city’s mini grant provides funding to civic programs that contribute to the cultural and economic environment.

The Project Homeless Connect also hosted an event in January that helped serve 115 attendees connecting them to services. Following this event, the organization will be granted $1,000 to purchase gift cards that cover food, housing, and other needs.

These mini grants enable both organizations to continue their positive impact on the community.

NATIONAL: Next City reports that HUD staff cuts are severely impacting homelessness services, particularly through delays in grant distribution.

These cuts to life-saving services are creating uncertainty, only worsening the crisis for communities across the country.

HUD plays a critical role in “keeping people housed and rehousing those experiencing homelessness in all 50 states.”

Now, more than ever, there are gaps in accountability due to fewer HUD staff. This is causing major disruptions in operations and leading to widespread panic.

The fight is just beginning to prevent further housing instability.

ILLINOIS: ABC 7 Chicago has reported that the City of Chicago is working with the Department of Family and Support Services to help people move out of Gompers Park.

Rather than removing people from the park they will be given free support services to secure more permanent housing.

Residents in the park are excited to hear about the housing options available.

Currently, 29 individuals have registered for this housing event taking place on Wednesday.

Residents are able to stay in Gompers Park while they wait for their housing assignment which could take 2-3 months.

On Friday, March 7, over 100 housing justice advocates joined our National Online Press Conference to oppose the enforcement of Fremont, California’s unconstitutional anti-homeless ordinance.

However, due to technical difficulties, many others were unable to join. We sincerely apologize for the inconvenience and invite everyone to attend our rescheduled Live National Online Press Conference tonight.

The ordinance criminalizes homelessness by making it illegal for unhoused individuals to reside in tents, shelters, or use basic survival necessities. Even if Chapter 8.90 of the Fremont Municipal Code (FMC) is amended, those providing essential aid could still face prosecution.

NORTH CAROLINA: WCNC Charlotte has reported that Roof Above, Charlotte’s key men’s shelter, is nearing its closure due to proposed federal cuts made by President Donald Trump.

Roof Above serves 1,400 people everyday by providing individuals with meals, housing assistance, and job resources.

Liz Clasen-Kelly, the Executive Director says they are projected to lose 23% of its budget, $400,000 a month.

The Charlotte community is in need of support and donations have been declining.

However, a community donor has offered to match donations up to $300,000 until the end of March to help support Roof Above.

WEST VIRGINIA: According to the Herald Dispatch, House Bill 2382 would inflict fines of up to $500 and up to 30 days in jail on individuals who store their personal belongings on private property.

Opponents find that this bill has nothing to do with supporting the unhoused community, if anything they are creating more problems.

Only a limited number of counties in West Virginia have emergency homeless shelters, and even if there is one nearby, they are often at capacity. This bill raises concerns about what will happen if there is no shelter space available.

CONNECTICUT: In recent news, NBC Connecticut has found that New Haven is one of the cities that has started addressing next steps to aid in the fight against housing insecurity.

House Bill 7033 has freshly been introduced and “it would prohibit municipalities from penalizing people or removing people from public land in towns and cities, if they are homeless.”

This bill will ensure that homelessness is not criminalized.

Mayor Justin Elicker agrees with the bill and that homelessness shouldn’t be criminalized. However, he believes the language in the bill must be “right” to avoid unintended consequences for cities.

CALIFORNIA: Last week ABC 7 News reported the tragic death of Rafael "Ralph" Molina, a former San Jose reserve officer, who passed away from smoke inhalation after lighting a fire for warmth in his tent.

His death has reignited calls for urgent action on homelessness and the development of better solutions for the unhoused.

After the city had cleared his belongings, including a space heater, he started a fire to keep warm.

His family believes that the displacement of his encampment contributed to his passing.

Molina’s daughter told ABC, “We need to stop moving the encampments.”

HAWAII: John Mizuno resigned as director of Hawaii’s Statewide Office on Homelessness and Housing Solutions after criticizing the high operating costs of the tiny villages.

Mizuno will be replaced by Jun Yang, who served as the homeless coordinator for the state Department of Transportation and executive director of the Honolulu Mayor’s Office of Housing.

Governor Josh Green’s Kauhale Initiative is a key component to his plan to support individuals experiencing housing insecurity. Kauhale houses are clusters of homes designed to create small housing communities.

This initiative was led by Mizuno and his departure disrupted efforts to advance this program.

OREGON: According to a recent report from local news station KPTV, Portland Mayor Wilson announced a shift from a maintenance approach to a crisis response strategy to support the unhoused, as the city faces its highest rate of unsheltered homelessness with over 5,300 people on the streets.

In 2023, 456 people died, a 477% increase from 2017's 79 deaths.

This change follows 86% of Portlanders disapproving of the current strategy.

The new approach prioritizes emergency shelters, improves existing ones, and strengthens partnerships with the city, counties, and local organizations.

NEW JERSEY: The Asbury Park Press has found as the cold weather continues it is becoming more difficult for individuals experiencing housing insecurity.

The Ocean County's Code Blue warming center on Route 9 has already served about 220 individuals, with only 150 beds available. This center not only offers shelter but also offers critical support services.

The Point-in-Time count found that there was a 28% increase from the count in 2023. Local officials continue to offer support and funding for long term solutions.

More action needs to be taken.

Currently only 13% of shelter requests are being fulfilled which has prompted elected officials to expand long term shelter options. There is a clear need to do better.

A new facility for women and children is expected to open in the next month, and officials are hopeful this will influence the creation of more long term shelters.

Efforts to address the rising rates are ongoing and increased funding will lead to more expansion of services.

NORTH CAROLINA: HUD’s 2024 Annual Homelessness Assessment Report found that the number of people experiencing homelessness increased statewide in every category except for veterans.

The 2024 North Carolina PIT Count recorded a decrease of 2,000 veterans experiencing homelessness, driven by public investments and federal programs.

Ann Olivia, the CEO of the National Alliance to End Homelessness stated, “It’s [the reduction in veteran homelessness] probably one of the most significant public policy wins that we’ve had in the homelessness world.”

The Department of Veterans Affairs aimed to place 41,000 homeless veterans into permanent housing and they greatly surpassed their goal by 6,000.

Everyone deserves a safe place to call home—a place to rest, recover from illness, cook meals, and share life with loved ones.

Yet, for millions of Americans, stable housing is already out of reach—and now, things could get even worse.

The presidential administration is proposing to slash HUD staff by nearly 50%, putting critical housing programs at risk. At the same time, Congress is considering a budget that would gut essential support for struggling families, farmers, and small businesses—all while giving massive tax breaks to corporations.

We cannot let this happen.

As Donald Whitehead, Executive Director of the National Coalition for the Homeless, says: “This is our time to make a difference. This is our civil rights movement—today, it’s the homeless rights movement.”

This is our moment. This is our movement. Just as past generations fought for civil rights, we are fighting for the fundamental right to housing. The homeless rights movement is now, and history will remember where we stood.

NATIONAL: NPR has found that The Office of Community Planning and Development with HUD (Housing and Urban Development) is set to lose 84% of its staff.

This office distributes $3.6 billion in federal funding for services that support those living outside into shelter or housing.

The plan to reduce HUD’s staff was implemented by Elon Musk, who oversees the new Department of Government Efficiency (DOGE).

These cuts affect both the federal and field offices. These “massive” cuts will greatly lengthen
the time it takes to receive housing funding.

ATLANTA: Cornelius Taylor, an unhoused individual who tragically lost his life during a city-led encampment raid, has inspired advocates to come together to end these raids and find permanent solutions.

The volunteer organization, Hosea Helps, cleaned the camp of where Taylor was located to empower the community to rally together.

This group is pushing for a change in policy and plans to clean camps as often as needed to shed light on the issue and encourage lasting solutions.

They want to show what it means to "love your neighbor.”

SOUTH CAROLINA: In Columbia, South Carolina, pet owners who don’t have a home or are at risk of becoming homeless can receive free access to healthcare resources for their dog or cat.

This is the third free pet care clinic since January 2024, offering the same level of care as a veterinary clinic.

The Street Dog Coalition in Columbia aims to support the people and pets in need of these essential resources.

Like Kennedy Reynolds, a volunteer said, “clinics like these make sure both sides of the leash are taken care of.”
