FROM ARTICLE: Larry Gross, executive director of the Coalition for Economic Survival, said landlords will likely pass the fee increase on to tenants who renew a lease or sign a new lease. He expressed concern about the regressive nature of the fee, which will disproportionately hurt low-income residents, since they will pay the same amount as wealthier residents.

Councilmember Adrin Nazarian, who represents the eastern San Fernando Valley, expressed a similar concern at Friday’s City Council meeting as he cast the lone “no” vote.

The monthly trash fee for single-family homes and duplexes will go up 54%, reaching $55.95, up from $36.32. The monthly fee for smaller apartment buildings will be increased to $55.95, up from $24.33. Residents can protest the fees.

Billionaire developer & past mayoral candidate Rick Caruso has expressed concerns about more affordable housing to be created out of ruins of the Palisades Fire.

Eviction protections for renters who lost jobs after the fires voted down by LA City Council.

The motion needed eight votes to pass, but only six members voted in favor.

Councilmembers John Lee, Katy Yaroslavsky, Bob Blumenfield, Monica Rodriguez and Traci Park voted against the eviction protections.

After a contentious debate pitting landlords against renters — and councilmembers against each other — a post-fire eviction proposal didn’t secure enough votes to pass.

While California law prohibits price gouging, there is a loophole. These rules don’t apply to new renters, said Larry Gross, the executive director of local nonprofit Coalition for Economic Survival (CES). And while landlords can be fined up to $10,000 for price gouging, that amount may not deter them if they’re able to make half of that with a single rent payment.

At this point, no actions have been filed against landlords. “The city has no issue arresting looters for theft,” Gross said. “What landlords are doing is also theft.”

In response, CES and many other LA-based organizations are pushing the LA City Council to declare a rent freeze and placing a moratorium on evictions. So far, the City Council has delayed the proposal. “We can’t afford to wait,” Gross said.

Where to go for help
Gross urged residents to sign up for the group’s Tenants’ Rights Zoom Clinic, which runs every Saturday at 10 a.m. PST. CES also offers one-on-one counseling. Whether someone has lost their home or is being threatened with eviction, Gross said CES can help.

Gov Newsom today issued a new Executive Emergency Order that provides some additional protections for renters impacted by the recent fires. The order includes the following:
• Expands rental price gouging protections to leases of any length, rather than only leases of one year or less, in response to examples of leases being offered for 366 days to avoid the protections.
• Prohibits landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms.
• Protect firestorm victims from predatory land speculators making aggressive and unsolicited cash offers to purchase their property.
BUT:
• Exempts housing in zip codes with high fair market values, which has not previously been on the rental market, from statutory rent caps to help ensure that they are available for rental during recovery efforts.
