Des Moines Police As the largest and most urban law enforcement agency in the state, the Des Moines Police Department has a strong commitment to community policing.

We encourage our residents to help us address issues occurring in their neighborhoods and to participate in the resolution of their concerns. Our Neighborhood Based Service Delivery Program has been expanded, assigning detectives and Traffic Unit officers to neighborhoods to provide citizens with greater access to department resources.Our department consists of an authorized strength of 379 sworn

officers and 110 civilian support personnel. The department is organized into two divisions: the Operations Division and the Investigations Division. Both divisions are commanded by assistant chiefs who report directly to the Chief of Police.

Des Moines remains under a U.S. National Weather Service (NWS) Blizzard Warning until 3 PM.

The DMPD is encouraging residents to only travel if absolutely necessary. Strong winds, with gusts of 50-60 MPH possible, and blowing snow are creating hazardous driving conditions. Visibility is often limited to less than one mile.

High winds have caused damage to power lines. As of 7:45 AM, approximately 7,800 Des Moines customers are affected by power outages. MidAmerican Energy crews continue to work to restore service to those affected. To report an outage, please visit https://www.midamericanenergy.com

The City of Des Moines Snow Ordinance for designated snow routes is in effect. You can stay up to date on snow operations and parking restrictions by texting SNOW to 515-355-8815, and by visiting DMSnow.org.

Before traveling, visit 511ia.org for statewide road conditions. Currently, stretches of I-80 and I-35 are impassable outside of the metro due to road conditions.

Mobile Radar Units will not be deployed today.

The Office of the Attorney General of Iowa and the Polk County Attorney's Office have concluded that the use of deadly force by officers involved in the January 24th officer-involved shooting is legally justified.

The officers involved remain on administrative assignment. As defined in policy, employees are placed on administrative assignment following an on-duty critical or traumatic incident.

The Des Moines Police Department will convene a Critical Incident Review Committee, the official administrative review process.

***UPDATED VEHICLE RELEASE PROCESS & MOBILE RADAR LOCATIONS***

The Des Moines Police Department is streamlining the current impounded vehicle release process.

Effective March 1, 2025, vehicle releases will be handled directly by Crow Tow at their business location. A visit to the police station is not necessary with this new process.

❗️Vehicles impounded due to habitual violator parking citations…a visit to the City Clerks Office to pay parking fines will still be required prior to vehicle release.

This change will provide a more efficient service for those seeking to retrieve their vehicle.

The Des Moines Police Department is warning residents as scammers continue to their aggressive efforts.

The losses are shocking; across the state, victims lost over $20 million. In Des Moines during 2024, residents lost over $480,000 to scammers.

Scammers are placing fraudulent phone calls where they identify themselves as law enforcement officials (police officers, deputy sheriffs, special agents) and claim that you have a warrant for your arrest. The "warrant" may be for an unpaid fine, or failure to appear for jury duty.

The caller then demands that the "fine" be paid immediately, or you will be arrested. In many recent cases, the victim is directed to a cryptocurrency ATM machine to deposit cash. In one recent incident, the victim was directed to a "Law Enforcement Service Kiosk"....a cryptocurrency ATM machine.

The callers are typically aggressive and push the victim to move quickly. The scammer can be very authentic sounding and convincing. Listen to an actual call here: https://youtu.be/4-QsYflaxBg

THIS IS IMPORTANT: The Des Moines Police Department will NEVER call you to demand payment for fines or warrants.

If you are concerned about the legitimacy of a warrant, you can call the Des Moines Police Department at 515-283-4811 and speak to an officer.

It is important to remember that scammers can make an incoming call look legitimate. If you receive such a call, do not engage the scammer. Hang up, and call the police.

Des Moines Police Department Crimes Against Persons detectives are requesting the community's assistance with the ongoing investigation of the February 14th homicide of 25-year-old Armando Cruz Lorenzo.

Evidence in the investigation indicates that 18-year-old Brayan Lopez has valuable information that could help move the investigation forward. Attempts to locate Lopez have not produced results.

Lopez currently has an unrelated felony arrest warrant for Robbery - 1st Degree.

Anyone with information regarding Lopez's current or recent whereabouts is asked to call 911. You may remain anonymous.

You may also submit tips online at www.crimestoppersofcentraliowa.com, or by using the “Submit A Tip” function on the DMPD mobile app.

Do not approach or attempt to detain Lopez as he is believed to be armed and dangerous.

Investigators with the DMPD Traffic Unit are requesting the community’s assistance with information regarding a late night fatal crash in the Highland Park neighborhood.

At approximately 11:36 PM Saturday night, DMPD patrol officers and Des Moines Fire Department rescue personnel responded to the 900 blk of Hull Avenue to investigate a report of a pedestrian struck by a vehicle.

Officers arrived on scene and found an adult male with critical injuries. Lifesaving efforts, including CPR, were initiated. Despite those efforts, the pedestrian was pronounced deceased at the scene.

Witness reports indicate that the pedestrian was struck by at least two vehicles traveling on Hull Avenue. Neither vehicle stopped, and neither has been identified at this time.

A dog stolen from the shelter as it awaited surgery after being shot is back in the care of veterinary staff.

On January 31, officers responded to a residence in the Watrous South neighborhood to investigate a report of gunfire. During the investigation, officers found a dog that had been shot. Animal Rescue League of Iowa (ARL) Animal Care Officers transported the dog to the shelter for care.

Ownership of the dog was surrendered to the ARL as the dog continued to recover. On the morning of February 18, staff arrived at the shelter to find that someone had broken in and stolen the injured dog.

Our Chief Humane Officer and detectives began to investigate this incident, and evidence indicated the suspect was the dogs prior owner, 49-year-old Christopher Kern. Attempts to locate Kern did not produce results and warrants for his arrest were requested.

On February 19, detectives learned that Kern was reported to be traveling to Cedar Rapids. Authorities in that area were notified. Cedar Rapids Police Department officers located Kern and attempted to take him into custody. Kern opened fire on officers, who returned fire. Following a lengthy negotiations period, Kern was taken into custody. Kern remains in jail, facing multiple felony charges, including Attempted Murder of a Peace Officer.

The stolen dog, who staff have named Dionysus, was safely rescued in Cedar Rapids, and returned to ARL care yesterday.

We thank all who assisted our team during the search for Dionysus, and the Cedar Rapids Police Department for their courageous work.

The Des Moines Police Department is requesting the community's assistance with locating a missing juvenile.

12-year-old Zulieth did not return home from school today. Zulieth is believed to be distressed and voluntarily absent. Law enforcement and family efforts to locate her have not produced results.

Zulieth was last seen wearing a long black coat, black "Vans" hoodie, blue jeans, and Nike shoes. She should be carrying a black backpack.

She was last seen walking in the area of SE 28th St & Scott St.

Earlier this week, DMPD Crimes Against Persons Section detectives seized three handguns, one converted to fully automatic capability, in connection with a home invasion robbery.

Just after 8:30 AM Monday morning, patrol officers responded to a home in the River Bend neighborhood to investigate a home invasion robbery. The resident reported that a person had kicked in her front door, was armed with a handgun, and fired a shot before grabbing property from the home and running from the scene.

Our detectives dug into the case and on Tuesday night they served a search warrant at the suspects home. Three handguns were recovered; one illegally converted to fully automatic by using a “switch”.

21-year-old Vontis Kirkwood was arrested and has been charged with multiple felony offenses.

A "switch" is an illegal after-market attachment that converts semi-automatic fi****ms to fully automatic fi****ms. This conversion qualifies the firearm as an illegal machine gun by federal standards.

Of the nearly 600 guns recovered by the DMPD in 2024, three were equipped with “switches”.

Our officers are committed to getting these dangerous weapons out of our neighborhoods.

Our Crimes Against Property Section detectives consistently put up clearance rates that exceed the national average, and we’re here to partner with other agencies as they fight these crimes.

Last week, a stolen vehicle recovered in the Highland Park neighborhood connected to ongoing burglary investigations in Madison County. Our team detectives joined up with Madison County Sheriff's Office investigators to help move the case forward.
