Boulder County District Attorney Press Release – Human Trafficking Operation

On 3/27/2025 and 3/28/2025, the District Attorney’s Office Human Trafficking Unit conducted a Human Trafficking operation at a hotel in the city of Longmont, Colorado in partnership with Homeland Security, Colorado Bureau of Investigation, Longmont Police Department, Aurora Police Department and the Boulder County Computer Forensics Lab. The Human Trafficking Predator Operation focused on identifying and arresting adults who responded to commercial s*x advertisements pertaining to illegal activities/violations with minor children, ages 12 and 14.

Three adult men were arrested upon their arrival at the location following their solicitation for s*x with the minor children. Jesse Spink (DOB: 10/14/85), Diego Lopez-Jiminez (DOB: 8/24/96) and Christian Quinones (DOB: 9/6/88) were all arrested and charged with Criminal Attempt to Commit Human Trafficking of a Minor for Sexual Servitude, a class three felony, and Criminal Attempt to Commit Sexual Assault on a Child, a class five felony.

The District Attorney’s Office is seeking anyone with additional information. We encourage additional victims and witnesses to contact District Attorney Senior Investigator Edna Munoz at 303-441-1355 or District Attorney Senior Investigator Adam String at 303-441-3687. They specialize in human trafficking cases.

Longmont Police Assistant Chief David Moore stated, “Our number one priority is the safety of our citizens and those of our neighboring communities. Working jointly with our partner agencies to protect our children, the most vulnerable in our community, is our priority. I’d like to thank the efforts of our partners and our dedicated police detectives, officers and staff who worked tirelessly to investigate and apprehend the suspects before they could victimize anyone.”

“The successful completion of this joint investigation is a testament to the unwavering dedication and collaboration between our agency and local law enforcement,” said Homeland Security Investigations Denver, Special Agent in Charge Steve Cagen. “This operation sends a clear message—human trafficking has no place in our communities, and we will relentlessly pursue those who seek to exploit others. My deepest gratitude to every officer, investigator, and partner who made this mission a success."

District Attorney Michael Dougherty stated, “The purpose of this Human Trafficking Operation was to stop people who were willing, and attempted, to exploit children. These arrests are a direct result of outstanding efforts and teamwork of the investigators and our partners. We will continue to work tirelessly to ensure the safety of our youth and fighting for the right results in these cases.”

This week, I attended the PBUS 2025 Winter Conference in Las Vegas, where I had the pleasure of connecting with colleagues and industry experts. I would like to express my heartfelt appreciation to all of you for your continued support and the valuable knowledge shared with me. I represented the Colorado Association Of Professional Sureties at the council of president’s meeting, discussing the upcoming bill in Colorado regarding online electronic bonds, HB25-1015. I was overwhelmed by the amount of agents who took the time to pull me aside to discuss bills they helped get enacted in their respective states to safeguard our industry, offering valuable suggestions and insights to share with our legislature, and even providing me copies of bills they got passed! I am deeply grateful to each and every one of you. Can’t wait to see you all next year ❤️

Exsubdirector de Detención Sentenciado por Contacto Inapropiado

Pueblo, CO: Kiki Seto, exsubdirector de detención, fue sentenciado a 4 años de libertad condicional y debe registrarse como delincuente s*xual por un incidente en 2024. Seto se declaró culpable de conducta s*xual en una institución correccional (delito grave de clase 5) mientras trabajaba como subdirector de detención. Fue despedido tras una investigación.

Seto había estado en libertad bajo fianza esperando su sentencia.
